The Regional Project Coordination Office 2 (RPCO 2) jumpstarted the 1st Philippine Rural Development Project (PRDP) Implementation Support Mission on July 16-17, 2019 at Zen Hotel, Santiago City.

Led by Regional Executive Director Narciso Edillo, the localized version of the World Bank Implementation Mission aimed to assess the issues and concerns of the beneficiaries of I-BUILD and I-REAP completed subprojects.

“This undertaking will also give us first-hand information from the field, and we can feel the pulse and see the situation of the beneficiaries after the subproject implementation,” Regional Executive Director Edillo said.

With Edillo were Deputy Project Director Elma Mananes of the Project Support Office (PSO) and the members of the City/Provincial Management and Implementing Units (C/PPMIUs) of Batanes, Cagayan, Isabela, Nueva Vizcaya, Quirino and Santiago City.

Hon. Joseph S. Tan, mayor of Santiago City, the host city of the Implementation Support Mission welcomed the delegates and thanked the PRDP and the World Bank for the opportunity given to the city for funding four (4) enterprises and four (4) farm-to-market roads (FMR). Baluarte-Sinili FMR is under procurement.

The Implementation and Support Mission visited Maria Clara-Gabriela Silang farm-to-market road (FMR) in Diffun, Quirino and the Peanut Production and Marketing Enterprise in Ambalatungan, Santiago City.

Meanwhile, Regional Technical Director and RPCO 2 PRDP Focal Person Rose Mary G. Aquino said in her presentation that RPCO 2, aware of the importance of optimizing the use of scarce resources, prioritization of commodities was one of the innovations of PRDP. The I-PLAN Component provided a science-based tool, the Commodity Prioritization Tool (CPT) for prioritization of commodities.

In 2017, the PPMIUs updated and submitted their Priority Commodities approved by their respective Governors and in Santiago City, the City Mayor.

“In the case of Cagayan province, they updated their priority commodities this year 2019 to include Aromatic/Pigmented Rice, Beef Cattle and Pineapple as requested by Municipalities planning to partner with PRDP,” RTD Aquino said.

During the program, DPD Elma Mananes awarded the No Objection Letter (NOL 1) of Wakay Production and Marketing Enterprise proposed by Marginal Farmers Multi-purpose Cooperative   (MFMPC) of Basco, Batanes to PPMIU Head Cesar Hostallero. (Dr. Ferdinand N. Cortez, RPCO2 InfoACE)
