Hiring of Consultancy Services (Firm Selection)

The Philipine Rural Developmen Project (PRDP) is a World Bank assisted project being implemented by the Department of Agriculture (DA). It is a national government platform for a modern and climate-smart agriculture that aims to partner with 80 Provincial Local Government Units (PLGUs) and agri-fishery stakeholders in realizing the goals of improved food security and increase incomes, climate resiliency and enhanced policy environment and governance as expressed in the Philippine Development Plan (PDP) 2011 – 2016.

The PRDP aims to increase rural incomes and enhance farm and fishery productivity in targetted areas. The Project will promote more inclusive rural development by supporting stakeholders and fishers to increase their marketable surpluses, and their access to markets. The PRDP would also support changes in the planning resource programming and implementation practices of the DA. It will facilitate the integration and financing of priority local investments delivered from DA’s agricultural and fisheries modernization plans which have been develop using value chain approach, and through a consulting process with local stake holders

The baseline data, which describe conditions in targeted areas area to be address by a project needs to be established before investment and interventions take place. This crucial to ensure that the baseline date are available and actually used as reference to measure achievement of desired changes and over time, evaluate success or effectiveness of the project comparing conditions in targeted areas before, during and after carrying out investments.

The baseline data shall be done in the period of three (3) months from the date the winning firm has recevied Notice to Proceed.

The Department of Agriculture now invites consulting firms to indicate their interest in providing the Services. Intested consultant must submit information demonstrating that they have the required qualifications and relevant experience to perform the Services follows:

1. Letter of Expression of Interest;
2. Technical and Managerial Organizations;
3. List of research, studies, related project and programs engaged within Five (5) Years or equivalent experiences:
4. Firm’s Certificate of Registration (DTI or SEC)

A consultant will be selected using Selection based on Consultant Qualification (CQS) method set out in the World Bank Procurement Guidelines: Selection and Employment of Consultants by World Bank, May 2011
