DA PRDP Bicol I-PLAN holds VCA and CIP Writeshop for LGU partners, F2C2 staff

Magarao, Camarines Sur – The Department of Agriculture Philippine Rural Development Project (DA PRDP) I-PLAN component conducted the VCA and CIP Writeshop to capacitate the new members of the Provincial/Municipal/City Project Management and Implementation Unit (P/M/CPMIU) in updating their Value Chain Analysis (VCA) and Provincial Commodity Investment Plans (PCIPs) last August 1-4, 2023.

Mary Ann Cuya,  DA PRDP-Bicol Planning Specialist, noted that the initial CIPs were self-prepared by Provincial Project Development Officers PPDOs in 2014, requiring an update of the data and proposed interventions in the plan.

“The Provincial Development and Physical Framework Plan (PDPFP) undoubtedly underwent revisions due to shifting priorities. So we will try to match our present PDPFP with our present PCIP,” Cuya said. 

During the four-day training, Lovella Guarin, DA Regional Agriculture and Fisheries Information Section (RAFIS) Chief and Information Advocacy, Communication and Education (InfoACE) Unit Head, discussed improving VCA and CIP Reports, covering Technical Writing, Narrative Enhancement, Visual Elements, and Documentation. While Ermar De la Cruz from DA PRDP Bicol focused on Prioritizing Intervention Targets, including hands-on Expanded Vulnerability and Suitability Analysis  (e-VSA) and Climate Risk Vulnerability Assessment (CRVA)integration training.

Moreover, DA PRDP I-PLAN Planning Officers Peter Theodore Caro and Engr. John Jeric Batanes oriented the participants on the documentary requirements, content, and standards in developing the Priority Commodity Chains Development Profile and Commodity Investment Plan as well as the background and context, development vision, framework and profile and investment plan. 

Amalia Cañamero, Planning Development Officer II of the Provincial Local Government of Camarines Norte, expressed her appreciation of the DA PRDP I-PLAN’s innovations in updating the VCA and PCIP. 

“Isa sa mga innovation na talagang maganda ang PRDP implementation lalo na sa paggawa ng mga maps ay ‘yung institutionalization at ‘yung pag-include ng CRVA sa PCIP na isang click mo lang makikita mo na lahat ng mga hazards at suitability—kung saan suitable ang bawat commodities (Digital mapping is one of PRDP’s best ideas, as well as the institutionalization and inclusion of CRVA in the PCIP which allows us to quickly assess the risks and suitability of each commodity)” Cañamero  said.  

DA Bicol Farm and Fisheries Clustering and Consolidation (F2C2) Program staff Arles Boaloy and Engr. Shella Rose Habil noted that the VCA and CIP Writeshop will help facilitate the preparation of F2C2’s Cluster Development Plan. 

“Value chain analysis po is isa siya sa component ng aming ginagawang Cluster Development Plan. Ito po ‘yung master plan, five-year plan po na kailangang gawin po ng mga clusters natin para maibigay po kung ano ‘yung mga tamang interventions para sa kanila (One component of our continuing Cluster Development Plan is value chain analysis. The clusters are crafting a five-year master plan for us to deliver the appropriate interventions for them),” Habil said. 

Boaloy added that the VC mapping conducted by the DA PRDP I-PLAN will significantly help the F2C2 prepare the said plan.
