PSO North Luzon, RPCOs, convene for Q3 assessment
The Department of Agriculture – Philippine Rural Development Project (DA-PRDP) Project Support Office, together with the four Regional Project Coordination Offices (RPCOs) convened to assess the physical and financial accomplishments and status of project implementation of the cluster during the 3rd quarter, held in Subic, Zambales from October 21-22, 2022.
Each component from PSO and RPCO levels presented their respective performance, highlighting their accomplishments and 4th quarter targets to complete physically and financially the ongoing I-REAP and I-BUILD subprojects.
Under the I-PLAN Component, the cluster has a total of 34 Value Chain Analyses (VCAs), 33 of which have been approved by the National Project Coordination Office (NPCO) and were issued No Objection, while the remaining 1 is for compliance of NPCO comments. Out of the 33 approved VCAs, 28 commodities were translated to Provincial Commodity Investment Plan (PCIP) which resulted in Php 25.5 billion in total leveraged investments (PRDP and Non-PRDP combined.
A total of 1,405 subprojects comprise the non-PRDP portfolio, in which RPCO1 has the highest number of completed subprojects with 427, followed by RPCO3 with 306, RPCO-CAR with 271, and RPCO2 with 147.
Under the I-BUILD Component, the cluster has a total of 176 approved subprojects (SPs) worth Php 22.58 billion pesos, 146 of which are completed and are worth Php 6.53 billion, 30 are ongoing, with NOL 1 and 2 worth Php 3.85 billion, and 169 SPs are in pipelined worth Php 12.2 billion pesos.
Out of the 176 approved SPs, 126 are under the Original Loan (OL), 25 are under Additional Financing 1 (AF1), and 24 are approved under Additional Financing 2 (AF2).
As for the I-REAP Component, the cluster now has a total of 347 approved SPs amounting to 1.37 billion, 316 SPs, or 91% are already completed amounting to Php 738.6 million pesos, 21 SPs (6%) worth Php 406.3M are on-going, and 10 SPs (3%) worth 222.2M are in pipeline.
Out of the 347 total enterprise SPs, 340 (Php 1.9B) are under the OL, and 7 (Php 275.4M) are under AF2.
The North Luzon cluster ranked 3rd among the four clusters nationwide in terms of cumulative financial status (Obligation vs Disbursement) under the I-BUILD Component with a 92% rate and 4th under the I-REAP Component with 88%.
