Valencia City, Bukidnon- The monitoring body of the DA’s Philippine Rural Development Project (PRDP) subprojects in the province of Bukidnon is strengthened after the Citizens Monitoring Team (CMT) training was conducted on February 19-21, 2019 in this city.

The training ensured that the participants learned the important details of monitoring subprojects, following the standards set by World Bank with the help of the citizens and officials in barangays and municipalities with PRDP subprojects.

“This CMT training is really a big help especially for us kagawad in this barangay because the seminar focuses on infrastructure projects which is also under my committee. I’m very grateful that we had this training because now we have an idea on what to do in the field in case we encounter wrong or right practices we can know for sure,” said Kagawad Ferdinand Fajardo of Brgy. San Luis, Malitbog, Bukidnon.

The attendees from the municipalities of Malitbog, Manolo Fortich, Damulog, Impasug-ong and Valencia, were acquainted on the value of project monitoring using the 5 elements of quality assurance monitoring instruments such as management support system, contract review process, procedures on inspection and testing, document control and operation and maintenance.

To further intensify the learnings of the participants in monitoring, field testing using the geotagging innovation was conducted  by the PRDP RPCO 10 Governance and Geotagging Unit (GGU) in Consolacion, Valencia, Bukidnon – Rehabilation/Concreting of Bulacao-Concepcion Laligan Junction FMR ongoing subproject.

“We are very grateful to PRDP for conducting this training because as beneficiaries, we also care for the project since we will be the ones who will benefit from it. Through this training, we can be equipped and we can fast-track our project implementation and at the same time make our monitoring easy so we can have a quality project,” said Kagawad Roger A. Guilayan of Brgy. Minsuro, Manolo Fortich, Bukidnon.

During the field visit, identification of project implementation problems and the innovations adopted to have a positive result were observed. The findings were presented and discussed before the training ends.

On the other hand, the participants committed to create their own Barangay Implementing Team (BIT) and its committees upon return to their respective barangays that will serve as the monitoring body of DA-PRDP. The officials and the beneficiaries will ensure that timely implementation and quality result of the on-going subprojects will be achieved.

The CMT training was spearheaded by the DA PRDP RPCO 10 together with the Mindanao Support Office (PSO Mindanao). This will be followed by Misamis Occidental and Misamis Oriental in March and April 2019, respectively.
