PRDP director hailed as influential person in UAV industry
Philippine Rural Development Project’s (PRDP) flagship tool for project monitoring and verification—“geo-tagging”—has now reached the international shores, as one of its developers, Deputy Director Arnel V. de Mesa, was recently hailed as one of the 50 most influential persons in the Unmanned Aerial Vehicle (UAV) industry by an international business events company.
De Mesa is scheduled to speak among 19 other international personalities who made the list at the Commercial UAV Show Asia in Singapore on June 30-July 1, 2015.
In the e-book “Top 50 Most Influential Individuals in Asia’s UAS Industry” published by the show organizer, de Mesa was recognized as one of the developers of geo-tagging in 2011 during the implementation of the Mindanao Rural Development Program (MRDP).
The book quotes, “being the manager of the extensively implemented development program, Arnel has introduced innovative program management tools among them is the effective use of the geo-tagging technology cited recently by the national government and the World Bank, including the adoption of UAVs in agriculture sector.”
De Mesa was also described as one of the youngest and brilliant managers of the Philippines leading the agri-fishery sector development.
He is an agricultural engineer by profession and among the country’s top 10 engineers in the 1996 agricultural engineering licensure exam. He graduated from the University of The Philippines – Los Baños Campus in 1996.
The geo-tagging technology, which was successfully utilized in MRDP is now being adopted in the upscale, national version of the program—PRDP, which aims to utilize scientific tools for efficient and effective implementation of sub-projects.
Geo-tagging is used as a virtual monitoring tool for sub-projects from pre-implementation to post-implementation. De Mesa said that aside from monitoring, the tool is also helpful in verifying if the data on a sub-project proposed by a local government is true and correct.
