TERMS OF REFERENCE (TOR) FOR PROJECT DEVELOPMENT ASSOCIATE (PDA), I-PLAN
The Project Development Associate will be directly reporting to the I-PLAN Component Head to assist in various planning activities including briefing and orientation related to Operations Manual for PRDP implementing units and partner LGUs.
JOB DESCRIPTION / DUTIES AND RESPONSIBILITIES:
1. Overall in-charge of the administrative and records management needs of I-PLAN Component;
2. Monitor/facilitate incoming and outgoing communications/correspondence/files of I-PLAN Component;
3. Coordinate/facilitate meetings, workshops and seminars;
4. Facilitate processing of pre and post travel documents of I-PLAN personnel;
5. Prepare and facilitate processing of travel claims of I-PLAN personnel, procurement documents and
transactions;
6. Assist I-PLAN Staff in Work and Financial Planning;
7. Assist M & E Focal Person in the RPCO/LGU in data management through the MIS;
8. Prepare/process documentary requirements for processing of consultancy fees and other procurement
transactions;
9. Manage and maintain filing of documents;
10. Attend meetings, workshops and seminars of components/units or invitation from other office(s);
11. Prepare communications, letters, training designs and other documents needed by the Component;
12. Prepares and conducts administrative works (maintain schedule of activities, travel schedules, prepare
travel orders, liquidation of cash advances for TEV, etc) for the Unit; and
13. Perform other functions as maybe assigned by the supervisors.
REQUIRED EDUCATION AND QUALIFICATIONS:
A. Education and Relevant Experiences:
1. Must be graduate of Agribusiness, Agricultural Economics, Agriculture or related fields;
2. At least one (1) year experience in project implementation, preferably in agribusiness/marketing
(Knowledge in value chain analysis and rapid market appraisal has the advantage); and
3. Experience in administrative and records management related jobs.
B. Knowledge, Competencies and Skills:
1. Competence in basic computer operations, e.g. Microsoft Office, Excel, and Power Point;
2. Good business writing skill; and
3. Good human relations and a team player.
