Maguindanao updates its PCIP to include more priority crops

Cotabato City — The Province of Maguindanao is currently enhancing its Provincial Commodity Investment Plan (PCIP), the strategic three-year rolling plan containing interventions to develop its priority crops in accordance with the Agriculture and Fisheries Modernization Plan (AFMP).

With guidance from the DA-ARMM Regional Program Coordinating Office (RPCO), the crafting of the PCIP is based on the Value Chain Analysis (VCA) of the commodities, which identifies development gaps and required interventions for each of the priority commodities.

Maguindanao, the PRDP pilot province in ARMM, initially had PCIP for oil palm with open-pollinated white corn production. As part of its updating, the PCIP will now cover oil palm, rubber, coconut and coffee. It will also include livestock such as goat and cow and poultry such as chicken and duck.

The VCAs also assess the condition and the interplay of the various value chain players- from input provision, production, consolidation/processing, to trading and the end-user product.

Following the recommendations from the recent World Bank Mission, the PCIPs are being upgraded to make it more responsive to the investment needs of the agri-fisheries sector of the provinces.

DA-ARMM Regional Secretary Alexander Alonto, Jr. has directed the ARMM RPCO to facilitate the crafting of enhanced PCIPs of the five provinces of the region in order to address the need to accelerate the performance of the sector.

“Increasing productivity by creating more value-adding enterprises is a proven way to enhance the regional economy,” Alonto added.

More than 60% of the region’s Gross Regional Domestic Product (GRDP) is contributed by the agriculture and fisheries sector, as well as forestry.

The I-Plan component, with I-REAP and I-BUILD components, is spearheading the RPCO coordination with its counterparts in the provinces with the conduct of a series of activities supported by the PRDP Mindanao Project Support Office (PSO).
