Joint review held for enterprise subprojects in CAR

Baguio City – To facilitate faster approval of proposed enterprise subprojects for funding under the Department of Agriculture’s Philippine Rural Development Project (PRDP), a four-day joint technical review was held on July 25-28, 2017.

Consultants from the PRDP national, cluster and regional offices provided their comments as well as recommendations on how the proponent LGU and farmer associations can address the comments and findings to improve their business plans.

The enterprise subprojects reviewed were the Ifugao Coffee Processing and Marketing proposed by Hojap Multi-Purpose Cooperative in Ifugao, the Seed Potato Tuber Production and Marketing proposed by Sadsadan Association of Vegetable Producers, Inc. (SAVPI) in Mt. Province, and the Carabao Mango Production and Marketing by Abra Vegetable Seed Growers Development Cooperative (AVSECO) in Abra.

The review focused on the technical aspect, operations, and documentary requirements of the business plans as well as the eligibility documents of the proponent groups (PGs).

Series of workshops and open discussions were consecutively conducted to discuss and present the comments and findings of the reviewers, and the compliances of the proponent groups.

One of the major concerns was the consistency of figures and assumptions in the business plans. The RPCO I-REAP were then advised to revisit and assist the proponent groups in finalizing the business plans.

 “After this review, these subprojects must be NOL (No Objection Letter) ready, prior to the presentation to the Regional Project Advisory Board (RPAB)” urged Leny Pecson, NPCO I-REAP Alternate Component Head.

Following the Project’s timeline, all proposed subprojects must be issued with the first NOL within this year.

As per World Bank recommendations, joint technical reviews are now conducted before presentation to the RPAB to minimize comments upon NOL issuance. Hence, shortening the review process to facilitate faster approval of proposed subprojects. (Elvy S. Taquio, RPCO-CAR InfoACE Unit)
