Innovations improve infra project management in Mindanao
Ensuring that quality and standards are observed in the implementation of their rural infrastructure projects, local government units in Mindanao have espoused measures and regulations patterned with the Department of Agriculture (DA).
Engr. Jean Rabanoz, Davao del Norte Provincial Project Monitoring Implementing Unit (PPMIU) Head said the requirements of DA’s Philippine Rural Development Project (PRDP) encouraged them to prescribe standard bunkhouses which will house important documents needed for inspection be it a locally funded project or those coming from donor agencies.
“One best thing we can share is the coming up with standard bunkhouses. Following PRDP, we required our contractors the standardized bunkhouse in all our projects including the necessary documentations,” Rabanoz said.
“We also come up with standard sizes for the community maps, S-curves, equipment schedule, manpower schedule, among other monitoring forms,” Rabanoz added.
She said, they used the project management approach of PRDP as it was required by the Project but later on the provincial (engineering and planning) team realized that the procedures and activities of PRDP could also be done in their other projects.
“The PRDP systems are helping us improve our monitoring practices too,” she said.
Davao del Norte PPMIU has also adopted the training on Infrastructure Quality Monitoring and Durability System. The IQMDS is a system developed by PRDP to ensure that local government units (LGUs) and contractors adhere to quality assurance and control indicators for the implementation of infrastructure projects.
“We also initiated to have our in-house training of IQMDS. I myself joined the training and I learned a lot for the improved of our implementation process and monitoring,” Rabanoz said.
In Lanao del Norte, the Governor Imelda Quibranza-Dimaporo has issued an executive order creating the Provincial Inspectorate Team.
“The practices in PRDP are really good because of close monitoring to ensure that projects are implemented according to its specifications,” said Engr. Marietta Burillo, Lanao del Norte PPMIU head.
Burillo said that Provincial inspectorate team will apply the PRDP way of the conduct of their inspections and utilize the tools introduced by the Project among them the applied geotagging application.
“Provincial inspectorate team does the punch listing and use geotagging even from the detailed engineering design until projects are completed,” Burillo said. (Sherwin B.
