Central Luzon PPMIUs and PGs prepare Work and Financial Plan
The Regional Project Coordination Office 3 (RPCO3), led by its I-REAP Component and Procurement Unit, gathered the Provincial Project Management and Implementing Units (PPMIUs) and the proponent groups of Zambales, Tarlac, Bataan, Aurora, and Nueva Ecija last July 29-31 in Clark Pampanga, for a training workshop regarding the preparation of the work and financial plan of the seven Enterprise Development subprojects that have been recently approved by the Regional Project Advisory Board of Central Luzon last April 24 and June 11 of this year.
The three-day activity, which zeroed-in on the discussion on the Enterprise Investment Agreement and on the preparation of bidding documents, introduced the participants to the guidelines and requirements necessary for the issuance of No Objection Letter 1 (NOL1). The Enterprise Investment Agreement is a contract entered by the subproject proponent group and the local government unit for the implementation of the I-REAP subproject.
“This training workshop on financial analysis is part of a series of output-based activities laid by RPCO3 that will help the PPMIUs and proponent groups to fast-track the implementation process of their subprojects, once they have received the No Objection Letter from the National Project Coordination Office,” said RPCO 3 Focal Person and Department of Agriculture Region 3 Technical Director Crispulo G. Bautista Jr., who attended the said event. “These trainings and workshops are also designed to establish an effective work process not only for PRDP, but also for the regular programs and projects of the Department of Agriculture. These can also be adapted by the local government units for the project of their respective provinces.”
As output for the said training workshop, the proponent groups, namely, the Sapang Primary Multi-Purpose Cooperative (Tarlac), Nagkakaisang Magsasaka Agricultural Primary Multi-Purpose Cooperative (Nueva Ecija), Pulong Buli Primary Multi-Purpose Cooperative (Nueva Ecija), Kaizen Multi-Purpose Cooperative (Bataan), Maria Aurora Development Cooperative (Aurora), Amunga Farmers Multi-Purpose Cooperative (Zambales), Sta. Cruz Mango Growers Marketing Cooperative (Zambales), produced and presented their Work and Financial Plan, which will be the basis for the proponent groups for their procurement plan that indicates all the items to be procured, its description and specification, quantity, unit cost, total price, timeline, procurement mode and entity.
