Under the Enterprise Development Component or I-REAP of the Philippine Rural Development Project (PRDP), proponent groups (PG) and cooperatives in Central Luzon were able to submit 77 proposals falling under Micro-Enterprises. These enterprises, in general, would provide sustainable income-generating activities to PG members that would help them recover from the losses in farming due natural calamities.

Present for the board approval were Department of Agriculture Regional Field Office 3 (DA-RFO3) Technical Director and Regional Project Coordination Office 3 (RPCO3) Focal Person Crispulo Bautista Jr., Regional Agriculture & Fishery Council (RAFC) Chairman Engr. Francisco Hernandez, Department of Agrarian Reform (DAR) Assistant Regional Director Engr. Ramon Estanislao, Department of Interior and Local Government (DILG) City Director Martin Porres Moral, Department of Environment and Natural Resources Planning and Management Division Chief Vilma Garcia, Department of Trade and Industry 3 Regional Director Judith Angeles and the Department of Public Works and Highways Region 3 Bids and Awards Committee Head Engr. Arthur Santos.

Majority of the enterprises are Farm Machinery Services that aim to provide lower cost land preparation services such as plowing, harrowing and levelling to members and non-members. Proposed irrigation facility projects will provide sufficient water supply for the rice production thru installation of irrigation facility. Proponent groups have also proposed production and marketing projects for vegetables, free range chicken, spawn, cattle and goat, among others.

Through the I-REAP component, PRDP engages different capable proponent groups of the region in the production of profit-making surplus through investments in strategic segments of priority commodity value chains prioritized under the Regional Agriculture and Fishery Modernization Plan and the Provincial Commodity Investment Plan.
