Manaoag LGU all set for PRDP Procurement

The Procurement Unit of the Regional Project Coordination Office (RPCO 1), the Bids and Awards Committee (BAC) Members of the Manaoag Local Government Unit (LGU), and Manaoag Municipal heads and staff members revisited the World Bank Harmonized Procurement Guidelines in a workshop held at the Manaoag Tourism Center in Manaoag, Pangasinan, on July 28, 2016.

With the issuance of the No Objection Letter 1 (NOL 1) last May 30, 2016 to the infrastructure subproject proposal of the Municipality of Manaoag, the retooling workshop aims to prepare the Manaoag MLGU in the bidding process as they are refreshed on the procurement process to prevent failure of bidding of their subproject which is the Construction of Oraan Bridge with Approaches which has an estimated project cost of P20,609,000 and a total length of 21 lm with 146.5 m.

The Manaoag LGU has attended a similar workshop on the World Harmonized Procurement Guidelines with other LGUs, which have pipelined infrastructure subprojects under PRDP in Ilocos Region last February 2016.

During the retooling workshop, Harmonized Philippine Bidding Documents for Works, Procurement Timelines/ Stages of Procurement and the Bid Evaluation Report (BER) Review Process and its Attachments were presented and discussed.

The procurement process under the Philippine Rural Development Project (PRDP) was based on RA 9184, but with various differences. For example, a subproject under the PRDP can only be subjected to bidding up to three times. Otherwise, the subproject will be cancelled.

Manaoag Mayor Kim Mikael Amador, who also attended the workshop on PRDP procurement guidelines, encouraged the members of the Manaoag LGU to keep doing their best for the bridge subproject to materialize.  He then added, “Bihiraangnagpopondong bridge na project.”

The bridge construction proposal of the Manaoag LGU is the first infrastructure subproject under the PRDP in Ilocos Region that is proposed by a municipal government and issued with a NOL 1.At present, its Philippine Bidding Documents is being finalized. (Ilocos InfoACE)
