Procurement process in the works for Kalinga’s P299M FMRs

Tabuk, Kalinga – Prospective contractors of two farm-to-market (FMR) subprojects in Tanudan and Tabuk City, Kalinga participated in a pre-bid conference spearheaded by the Project Support Office (PSO) Luzon A and the Provincial Local Government Unit (PLGU) on September 11, 2015.

The Improvement of Banneng-Gumbowoy FMR and the Improvement of Bulanao – Amlao FMR, with respective amounts of P118,941,000.00 and P180,281,000.00 have both been issued with the No Objection Letter 1 (NOL1) which indicates the commencement of procurement activities for the projects.

During the activity, questions were raised such as the equipment requirements, qualification of the Material Engineer, required proofs of employment and other technical concerns clarified by the PSO team lead by Deputy Project Director Elma Mananes, Procurement Specialist Jose Isagani Herrera, Road and Bridge Specialist Engr. Dennis Flores and Environmental Safeguard Specialist Emmanuel Aragones.

Interested bidders can have a virtual visit of the subproject site through geotagged photos uploaded in this website. Also, the winning contractor will be required to undergo Geotagging training to enhance the practice on the said innovation.

Prior to the meeting, a pre-procurement conference was conducted on July 21 for both subprojects. The SPs will be opened for bidding on October 1, 2015. Similar conferences were held in Tarlac, Aurora, Cagayan and Isabela, and will be held in Nueva Ecija, Quirino, La Union and Ilocos Sur for the procurement of their I-BUILD subprojects.

In support to the coffee and other flourishing industries in Kalinga, four infrastructure subprojects and one enterprise subproject with civil works have been proposed by the Provincial Local Government for funding under the Philippine Rural Development Project (PRDP). Subprojects under the PRDP are essentially aimed to increase annual incomes of farmers and fisher folks in the rural areas of the country through the establishment of a modern, value-chain oriented, and climate resilient agri-fishery sector.
