Reliable data needed to bolster PRDP implementation

Davao City – The monitoring and evaluation (M&E) units of the Philippine Rural Development Project (PRDP) gathered for a coordination meeting here recently to highlight the need for a more reliable and up-to-date information to fast track implementation of PRDP projects.

The meeting discussed strategies for a more efficient and effective implementation of the Project’s M&E system at the national, cluster-wide and regional levels of project management.

“Through reliable M&E, we are informed in real-time of the status of the projects and the issues that hamper its implementation,” PRDP Mindanao cluster Project Director Lealyn Ramos said.

Through constant monitoring, she said that the project is presented with evidence-based results that allow us to make informed decisions and immediately respond to urgent and emerging issues.

The meeting stressed the need for detailed and accurate information on various project deliverables, including the value chain analyses (VCA), provincial commodity investment plans (PCIP), feasibility studies, and business plans.

The VCA, which is crucial in planning for enterprise development projects, should include data on the number of farmers and suppliers needed in coming up with the business plan for the proposed commodities.

The meeting also recommended that the PCIP capture specific municipal data needed in the preparation of feasibility studies and business plans, specifically the financial and economic benefits in the project influence areas. The PCIP should also include commodity maps.

“These are information that the M&E would be needing to accurately track the progress of the projects, facilitate smooth implementation and provide informed decisions for the management in settling issues and concerns,” PRDP Mindanao M&E Unit Head Joseph Rico said.

He said that PRDP is enhancing its results-based M&E system by developing an internal web-based mechanism that would allow for easier access and coordination within and among the PRDP project offices.

“We are also coming up with a comprehensive baseline data that will aid us in evaluating the impact of the various subprojects,” he said.

These data includes the project cost, travel time reduced for road and bridge projects, and profile of project beneficiaries.

The proposed web-based RBME will also track the different stages of project implementation from approval, project preparation, procurement, and fund issuance.

Attended by the project support offices (PSO) and national project coordination office (NPCO), the participants reviewed the application and usage of the project M&E tools such as the Subproject Profile form and the Data Capture Form (DCFs).

Both tools are critical in tracking the progress of the commodity VCAs, PCIPs, and infrastructure and enterprise development subprojects.

The participants also assessed the status of compliance with the findings and recommendations provided by the World Bank (WB) during the first Project Implementation Review Mission last January in preparation for the next review mission in August.
