Program posts 97.22 percent physical accomplishment

Davao City – The World Bank conducted recently an implementation completion review (ICR) mission of the Mindanao Rural Development Program (MRDP).

The review looked into the implementation status of the various program components of the poverty alleviation program in Mindanao implemented under the Department of Agriculture (DA), which is expected to end by December 2014.

“This will be the final review mission of the Bank since the Phase 2 of MRDP started in 2007. The review will focus on determining the priority action agenda for the remaining months of implementation to ensure that end-of-project targets are met,” MRDP Program Director Lealyn Ramos said.

In the previous review mission last March, the Program got a satisfactory rating from the Bank, who cited a better disbursement rate and on-track implementation of its various subprojects.

“The review mission seeks to continue assisting DA in achieving the project objectives by assessing the projects performance status and trajectory as the Program is expected to end by December this year,” Ramos said.

The Program has registered a 97.22 percent physical accomplishment as of September 15 from the 85.26 percent in March.

This is made up of various accomplishments from the different components: 99.08 percent for Rural Infrastructure, 91.13 percent under the Community Fund for Agricultural Development (CFAD) and 99.67 percent under the Natural Resources Management (NRM). The CFAD data already takes into account the additional CFAD subprojects, which were awarded on May.

The RI component has a total of PhP4.441 billion worth of subprojects, of which, Php3.945 billion were completed and Php495.96 million are ongoing.

From this, the component has completed 1221.96 kilometers of farm-to-market roads and 697.85 linear meters of bridges, which is crucial in bringing the farmers’ produce to the market. Farmers also increased their yield with 3,482 hectares of rice fields irrigated with sufficient water through various communal irrigation projects/systems.

All of 54 units of potable water supply (PWS) systems are now also installed as well as 24 units of other infrastructure facilities such as pre- and postharvest facilities.

With a total of 4,061 subprojects worth Php1.410, the CFAD component has completed Php1.159 billion worth of subprojects, with Php250.17 million ongoing.

A total of 180,285 beneficiaries were reached by CFAD subprojects through various peoples organizations.

The NRM component completed 90 subprojects worth Php167.93 million and Php88.11 million worthon-the-ground investments (OGIs) under the Global Environment Facility (GEF) fund.

MRDP2 is a poverty alleviation initiative of DA implemented in 225 towns in Mindanao. Its total funding of US$123.90 million is sourced out from the US$83.752 loan portfolio from the WB and the equity share of the national government and partner LGUs.

MRDP will scale up into the new Philippine Rural Development Project (PRDP), the financial package of which was recently approved by the World Bank.
