DA-PRDP Director tops CES exam

DA-Philippine Rural Development Project (PRDP) Luzon B Director Shandy Hubilla tops the recent Career Executive Service (CES) written examination (WE) held on June 8, 2014.

Hubilla, who is also the Deputy Executive Director of the DA-Philippine Fiber Industry Development Authority (PhilFIDA) ranked number one among the 216 government officials who took the exam with a rating of 90.09%.

The Bicolano topnotcher completed his bachelor’s  and master’s degree   in agricultural economics from the University of the Philippines , Los Baños, Laguna. As the Luzon B Director, Hubilla is responsible in overseeing the activities of PRDP in Southern Luzon cluster covering regions IV-A, IV-B, and V.

It is Hubilla’s first-time to take CES WE. In 2004, he also passed the Licensure Examination for Agriculturists. His fields of specialization and expertise include Agriculture, Economics, Environment & Natural Resources, Research, Rural Development and Project Management.

Ninety six (96) or 44.44% of the examinees passed the Nationwide CES WE, the first examination stage for CES eligibility, held last June 8, 2014 simultaneously in three testing centers, in Quezon City, Cebu City, and Davao City.

The successful examinees may now qualify to take the second examination stage which is the Assessment Center (AC). The next CES WE will be on September 7, 2014.

According to the CES website, the Career Executive Service is the ‘third level’ or the managerial class in the group of career positions in the Philippine civil service. The CES was created by Presidential Decree No. 1 to “form a continuing pool of well-selected and development-oriented career administrators who shall provide competent and faithful service.”
