
DA-PRDP NPCO M&E Unit conducts 1st coordination meeting
To provide direction to the Monitoring and Evaluation (M&E) and Management Information System (MIS) groups as well as to clarify their distinct but interrelated scope and functions, including their coordination with the focal persons of program components and counterparts in the Provincial Program Management Implementation Unit (PPMIU), the Department of Agriculture-Philippine Rural Development Program (DA-PRDP) held its first coordination meeting with Program Support Offices (PSOs) and Regional Program Coordination Offices (RPCOs) staff on April 7-8, 2014 in Tagaytay City.
The PRDP-National Program Coordination Office (NPCO) M&E Unit Head Adamar Estrada said that the Results-Based Monitoring Evaluation (RBME) System aims to rollout a practical mechanism to regularly and timely track the progress and results in implementing PRDP. The system will also be used in institutionalizing the M&E findings as bases for decision-making, and will be later on used in mainstreaming PRDP guidelines in DA’s regular programs.
Estrada added that comprehensive and timely reporting of the program is important since this will determine the effectiveness and efficiency of the interventions undertaken under the PRDP.
To facilitate the system, PPMIUs must submit reports to the RPCOs every 25th day of the month. RPCOs will then submit on or before the last day of the month to the PSO, which will submit consolidated reports not later than the second day of the ensuing month to the NPCO.
NPCO M&E Alternate Unit Head Jourvin Barrera discussed the operations and functions of the Data Capture Forms (DCFs) which will be the basic requirement for data collection of the PPMIU.
Currently, reports data are stored in an interim database, but a web-based database will be later established for a more efficient reporting. The PSOs and RPCOs were also divided into groups per cluster for a workshop on how to correctly fill up report forms.
A quarterly coordination meeting will be held to continuously assess, improve, and sustain the M&E processes throughout the program life. ### (Cath Nanta, NPCO-InfoACE)
