As prelude to the implementation of the first potable water system (PWS) subproject under the Philippine Rural Development Project (PRDP) in Ilocos Region, a preconstruction conference was held at Barangay San Jose, Vintar, Ilocos Norte on 25 May 2018 with the winning contractor, JB Felipe Construction.

During the pre-construction, the Regional Project Coordination Office 1 (RPCO 1) reminded the winning contractor on Project-required documents and processes before proceeding with the actual construction and laying of pipes. Rural Infrastructure Engineer Emil Alias highlighted the importance of material testing before using any material. PRDP requires materials testing on everything that will be used to construct a subproject; otherwise such item which was not tested will not be paid by the Project.

With a total of 8,474 meters of transmission lines and 47 tap stands, the Rehabilitation of the San Jose PWS in Vintar, Ilocos Norte will serve 235 households. Upon its completion after 90 calendar days from the actual start date, it is expected to decrease the incidence of water borne diseases by 95 percent; increase savings of medical expenses by 15 percent; provide 100 percent of the households with potable water; improve and protect sources of drinking water; increase farm productivity by at least 15 percent; and decrease time in fetching water from two (2) hours to 15 minutes.

Under the PRDP, there are two types of PWS which can be proposed by interested local government units (LGU). Level 1 PWS is suitable for areas where houses are sparsely distributed and the delivery of water is at point within 250-meter radius from households. Meanwhile, Level II PWS is appropriate in areas where houses are clustered and the delivery of water is through communal faucet system within 25-meter radius from households. The San Jose PWS is classified as Level II PWS.

Aside from the San Jose PWS, the Municipality of Vintar is also preparing the proposals for three more PWS including the Bago Level 2 Potable Water System, Cabangaran Level II Potable Water System, and Dagupan Level 2 Potable Water System.# Dessa U. Estrada, RPCO 1 InfoACE
