VCAs for high value crops, fisheries presented

Three more high value crops and two fishery products will be the added to Mindanao’s champion commodities up for investments.

This after planning officers from six regions in Mindanao presented the completed five commodity value chain analysis (VCA) in a joint technical review held on February19-23, 2018 in Davao City.

Region 10 presented VCA for Lanzones; Sardines VCA from Region 9 and 13; Tuna from Region 12 and 13; Mangosteen from Autonomous Region in Muslim Mindanao (ARMM); and Durian from Region 11.

The VCA is an analytical tool that focuses on identifying priority commodity value chains, gaps and needs of particular areas. Through this, PRDP projects will engage effectively with the poorest smallholders within the areas determined to be relevant for the development of value chains in the agricultural and fisheries sector.

According to PRPD IPLAN Head Cerenio T. Tila, the mainstreaming of value chain is one of the deliverables of the Local and National Level Planning (I-PLAN) component where upgraded tools and science based technology such as rapid market appraisal (RMA) and VCA are being transferred to all cluster members that will equip them with skills in crafting the VCA.

“VCA is one of the requirements to access funds from PRDP, either on enterprise or infrastructure development,” Tila said.

“Before making it to the final technical review, all proponents had gone through series of workshops, trainings and rapid market appraisal as part of their preparation in crafting the VCA.” Tila said.

“Hopefully, if we capacitate our planning partners, the LGUs, Regions, BFAR Provincial and BFAR Municipal, on the next level they will become the experts in their region,” he added.

After the technical review, the VCAs will be submitted to the National Project Coordination Office (NPCO) for final approval.

“The VCA has a huge impact in our region in CARAGA since we never had a completed VCA before. Despite all the challenges, we are able to come up with our output today and hopefully we will get the NOL 1 soon for us to start working on our projects,” said BFAR Aquaculturist II Joyce Baclayao from Region 13.

“I am very much grateful to PRDP especially on the training and workshop they provided us because of the new technical skills we acquired. I’ve encountered VCA many times but only through PRDP I fully appreciated and understood the whole process of coming up with value chain analysis for the commodities in our region like Lanzones,” said DA Region 10 Planning Specialist Lourdes Rudinas.
