PRDP’s web-based M&E system to enhance project data management
Davao City – DA’s Philippine Rural Development Project has recently conducted a retooling workshop to mainstream the use of the web-based monitoring and evaluation (M&E) system among project implementers as part of the innovations introduced by the Project.
“The project has a wide range of interventions and from these comes voluminous data which needs to be accurately processed to build information that is critical in in project implementation,” PRDP Mindanao cluster director Ricardo Oñate Jr. said.
He added that the enhanced results-based system will be a practical mechanism to enable faster tracking and collection of data, ensure access and provide feedback to real-time progress of the Project.
“There is a need for the components and units to have strong appreciation of the value of the system as a tool not just for M&E but also a reference for making appropriate decisions and steering operations,” Oñate said.
According to NPCO M&E alternate unit head Rollie Osayan who facilitated the activity, the workshop is undertaken to roll out the enhanced M&E modules that will be used by each component and unit.
During the 4th review mission in May, World Bank has rated the M&E unit and its information management system highly satisfactory but recommends to further roll out the information to more stakeholders.
As a response, “the system will soon have the capacity to send automated email sent to governors of Provincial LGUs on the status and updates of the projects,” Osayan said.
“With such feature, there is an evident need for the concerned components and units to appreciate accuracy of data input, increase ownership and uptake to the system as data keepers and managers,” he said.
“Each PRDP component and unit has different data set needs. For instance, I-PLAN needs to track the overall progress of the various value chain analyses, commodity investment plans, while I-BUILD and I-REAP components need to track their individual rural infrastructure and enterprise development projects,” he said.
Other data that needs to be tracked include obligations and disbursements per subproject, registry of Project Affected Persons (PAPs), and registry of feasibility indicators, among others.
