Community Participation mode of procurement increases members’ involvement

The P9.16-million Heirloom Rice Processing and Marketing Enterprise subproject of the Anabel-Sadanga Multi-Purpose Cooperative (ASMPC) is expected to be in full operation with the active involvement of the members in procuring needed materials and equipment.

The Department of Agriculture’s Philippine Rural Development Project (DA-PRDP) conducted an orientation on November 5, 2020 to inform the members of ASMPC on the guidelines and requirements of Community Participation – Community Force Account (CFA) as mode of procurement for their enterprise subproject.

Through this mode of procurement, the ASMPC as the Proponent Group (PG) of the enterprise subproject will handle the purchasing of raw materials and other goods as specified in their business plan.

“Goods and raw materials such as heirloom rice can be provided by the members of ASMPC through the Community Participation-CFA mode of procurement,” said Christian Aries Salgado, Associate Procurement Officer of the PRDP Regional Project Coordination Office – CAR (RPCO-CAR).

The requirements, he said, include the determination of members who can supply the needed raw materials and the supply agreement between ASMPC and its members.

Salgado further added that the continuous advocacy on CFA is anchored on the DA’s principle on project sustainability to increase the community’s ownership of the project thereby bringing forth better results.

“More concrete outputs or results are achieved when PGs have in them the sense of ownership through active involvement, particularly during decision-making and in all other processes like planning and procurement among others,” he said.

As implementing partners, representatives from the Provincial Project Management and Implementing Unit (PPMIU) of PLGU Mountain Province headed by Engr. Daniel Likigan and also from the Bids and Awards Committee (BAC) participated in the activity.

Other topics discussed include an overview of the PRDP implementation process particularly the I-REAP (enterprise development) component and the documentary requirements for fund release and liquidation. These were discussed by Business Development Officer Lorna Panyo and Finance Analyst Herdie Daysa of the RPCO-CAR.

The ASMPC is the second PG in Mountain Province to use Community Participation as mode of procurement for their enterprise subproject under the DA-PRDP. ### NOVY DEL ROSARIO AFIDCHAO (PIO-Mountain Province)
