PRDP-Bicol successfully conducts the virtual RAEB in Placer

“I am very happy with the two-day virtual Rapid Appraisal of Emerging Benefits (RAEB). Nakita ko na hindi nasayang ang hirap at pagod namin for the RAEB preparation. Hindi namin inexpect na ganon kadami ang makakapuntang participants dito dahil sa pandemic, pero pumunta sila para makatulong na masagot ang mga katanungan na maaaring makatulong para mas maging innovative ang future projects at nang malaman natin kung ano pa ang pwede nating gawin para mas maging maayos ang project implementation. (I am happy with the two-day virtual Rapid Appraisal of Emerging Benefits (RAEB).  I saw that all efforts were not wasted for the RAEB preparation. We did not expect so many participants to come here because of the pandemic, but they went to help answer the questions that could help  make future projects more innovative and to know what else we can do to improve project implementation).”

That is how the Municipal Project Management Implementation Unit (MPMIU) Head of Placer, Rudy Villanueva expressed their experience on the virtual implementation of the Rapid Appraisal of Emerging Benefits (RAEB) for the Concreting of the Aguada to Locso-an Farm to Market Road (FMR) in Placer, Masbate.

To guarantee the impact of the Farm to Market Road in Placer, Masbate, the Philippine Rural Development Project (PRDP) formed a RAEB team to know the initial impact of the project to the beneficiaries specifically on the streams of benefits indicated in the feasibility study leading to the Project Development Objectives, Thematic Areas, Catalytic Impact, Proper attribution of reported changes, Sustainability Efforts and Challenges and the Good Practices and Lessons Learned by the project beneficiaries.

The Pre-RAEB was successfully conducted last February 24-28, 2020 and scheduled RAEB proper on March 16-20, 2020, however, due to the COVID-19 outbreak it was re-scheduled on September 16-17, 2020 on a virtual implementation of RAEB.

With the tireless support and effort of the MPMIU Placer team, the virtual RAEB was successfully conducted. The schedule of the activity was also sent weeks before the RAEB so the MPMIU was able to strategize on where to conduct the activity where it is conducive and with good internet connection. They were able to gather a total of 6 Local Government Unit (LGU) staffs, 19 Project Affected Persons (PAPs), 9 Farmers and 7 Barangay Officials with the assistance of the Municipal Agriculture Office to transport the participants from their respective homes to the Municipal Office of Placer.  To ensure the safety of the participants they were reminded to the wear face mask. A temperature check was also made to make sure that the participants did not manifest symptoms associated with COVID before they get inside the Municipal Office.

RAEB is an intermediate evaluation activity focused in determining the success of the PRDP subprojects and how it is aligned to the Project Development Objectives. It aims to validate the extent by which investments will be translated to outcomes envisioned for the intended beneficiaries as well as assess the sustainability, hindrances and help determine the substantial solution and practices. ### (Michelle Angela G.
