I-PLAN Conducts VCA Assessment and Updating

The planning component of the Mindanao Cluster of the Department of Agriculture Philippine Rural Development Project (DA-PRDP) conducted a 2-day assessment and inception meeting on value chain analysis (VCA) report updating last October 9-10, 2019 at the Casa Leticia Hotel in Davao City. Representatives from the Project Support Office Mindanao (PSO Mindanao) as well as from the Regional Project Coordination Offices (RPCO’s) sat down to assess the VCA’s of the various priority commodities within the respective cities and municipalities in the region.Since 2014, PRDP has adopted the value chain analysis approach as a guide to enable the different local government units to identify priority interventions with the aim of enhancing the competitiveness of selected commodities within each province. As the name suggests, the VCA focuses on creating value along the chain as well as the rational distribution of benefits among participating actors such as producer, processor, and traders.

As PRDP enters its fifth year, there is a need to revisit the VCA’s that have been identified at the onset of the project.

In his welcome remarks, I-Plan head of PSO Mindanao, Cerenio Tila emphasized the importance of updating the VCA’s with such considerations as climate resiliency gaining importance in helping shape the provincial commodity investment plans (PCIPs) in Mindanao. “The inputs derived from the two-day activity will help shape the direction of the project for the next 3 years or so,” Cerenio said.

Milva Carinan, planning officer of the I-Plan unit of PSO Mindanao led the discussion & workshop, setting guidelines for assessing the different VCA’s that need updating. At the end of the workshop, the groups from the different regions in the cluster presented the proposed updated VCA for their assigned commodities. Commodities that were included were rubber, cardaba, green coffee beans, cassava, and abaca.

The meeting served as an avenue not only for updating the commodity investment plans for the provinces and cities in the cluster, but also for harmonizing the activities among the I-PLAN teams throughout Mindanao.
