Enhancing IPLAN-IREAP manual through harmonization,updating workshop

The Department of Agriculture-Philippine Rural Development Project 10 (DA-PRDP 10) hosted the scoping session on the harmonization and updating of the IPLAN and IREAP manuals on May 21-23, 2019 at Cagayan de Oro City.

I-Plan Project Support Office Mindanao led the conduct of the said workshop that aimed at harmonizing and updating the manuals of operations to achieve better implementation of the enterprise development subprojects.

Over 30 participants coming from I-Plan, I-REAP and Monitoring and Evaluation teams joined the workshop which drew information pertaining to the status of enterprise development implementation, enabling and hindering factors vis-à-vis pace and quality of subproject implementation, and recommended next steps.

 

A series of workshop was conducted where Workshop 1 focuses on drawing out successes and gaps in the implementation. Workshop 2 dealt with identification of critical gaps and the recommended actions to address them. These workshops drew out information which will later serve as inputs in updating of operations manual of I-REAP component. And lastly, Workshop 3 focused on getting information for the case studies whose findings will also input the updating of I-REAP manual. The last workshop particularly drew information around proponent group sustainability and modalities that hasten implementation. Plenary discussions were conducted after each workshop.

“To have a more concrete basis in updating of the manual, there was a discussion on the conduct of case studies with key questions like how to fast-track the implementation, how to maximize the impact of I-REAP investments, and how to enhance sustainability,” said Elden Karl L. Requilme, Planning Specialist of PSO Mindanao IPLAN Component.

It appeared during the workshop that there was really a need to improve the I-REAP manual particularly on the criteria and process of selection of enterprises and proponent groups, and simplifying the business plan format. There is also a need for improving of LGU capacity and functionality in managing subproject implementation ; focus on the institutional development; strengthen coordination among the implementing agencies; fast-track the approval process; and enhance evaluative capacity.
