DA-PRDP urges to fast-track I-REAP disbursement

Magalang, PAMPANGA – The Department of Agriculture – Philippine Rural Development Project (DA-PRDP) has urged the fast-tracking of I-REAP disbursement of all vital civil works and enterprises on or before the 2nd quarter of this year.

This was discussed during the Provincial/City/Municipal Project Management and Implementing Unit (PMIU) I-REAP Contractors Meeting spearheaded by the Regional Project Coordination Office (RPCO 3) I-REAP Component held on March 5, 2021 at the Research Outreach Station, here.

Representing I-REAP Component Unit Head Fernando Lorenzo, Enterprise Development and Management Specialist (EDMS) Maricel Dullas expressed confidence that the meeting will help produce action plans and tackle pressing issues and concerns.

“We encourage you to participate actively so we can accomplish our target for this day. Also, we are hoping for a fruitful discussion,” Dullas added.

Meanwhile, RPCO 3 Regional Project Director Dr. Eduardo L. Lapuz Jr. revealed the meeting was called for to promptly complete both physical and financial aspects of some I-REAP subprojects by June of this year.

“Supposedly, the PRDP will be finished by May 2021 but fortunately we were given extensions thru the additional funding (AF-2) to extend the budget. So, today we gather here to strategize and plan on how we can meet our targets,” Dr. Lapuz said.

He also advised the contractors to settle concerns, evaluate, and expedite project implementation in close coordination with their respective P/C/MPMIU and the I-REAP Component.

In a brief speech, RPCO 3 Action Officer Gil G. David acknowledged the presence of the contractors in the meeting to make them aware of the monthly disbursement target by the cash budgeting system of DA.

David stressed that continuous coordination and proper communication is needed to resolve bottlenecks and ensure smooth implementation based on the agreed target completion of the subprojects.

“Besides, part of the performance evaluation of the PRDP personnel relies on the financial disbursement too,” he ended.

He also urged the contractors to work closely with the I-REAP Component and P/C/MPMIU to reduce the backlogs and prevent delays in disbursements in the following months.

During the meeting, the P/C/MPMIU, the contractors and the RPCO 3 were able to strategize, set and agree on a timetable prescribed to achieve specific disbursement as a way to be accountable for their commitment in the project.

The DA-PRDP Central Luzon is expected to disburse a total of P39,544,041.34 for I-REAP subprojects alone by the end of June 2021. (MA. REINA LEN G. LUNA, RPCO3 InfoACE)
